Oxan Energy won the auction for Saare 1 sea area held in January of this year. Oxan Energy is a renewable energy project developer specialising in marine energy and in particular in the development of floating wind turbines. Founded in 2023 and based in France, the company operates internationally, mainly in European markets. The company focuses on the development, construction and operation of offshore wind projects and green hydrogen production units.
According to the application for superficies licence submitted by Oxan Energy, up to 60 wind turbines with a total capacity of up to 900 MW and up to three offshore substations are planned for the Saare 1 sea area. Saare 1 area is located west of the island of Saaremaa, in an innovation area suitable for the development of wind energy set by the Estonian maritime spatial plan. The size of the Saare 1 area is 88 km2.
Following the initiation of the superficies licence proceedings and environmental impact assessment, Oxan Energy can start preparing the environmental impact assessment programme, which must be submitted to the CPTRA within 18 months, and the environmental impact assessment report, which must be submitted within 24 months after the decision to approve the environmental impact assessment programme as meeting the requirements. Once the report is approved as meeting the requirements, the superficies licence can be issued, and the developer can begin applying for a building permit after completing the design work.

The CPTRA is responsible for processing applications for superficies licences and issuing building and operating permits for offshore wind farms. At present, the CPTRA has announced the winners of five auctions for the sea area and has initiated the superficies licence proceedings and environmental impact assessment for offshore wind farms 12 times, also one superficies licence has been issued. The CPTRA is committed to ensuring that offshore wind farms are built in an environmentally friendly manner and in compliance with all construction regulations.
