OÜ Utilitas Wind submitted their competing application for the Saare 7 area. Together with the superficies licence application of Sunly Wind OÜ submitted on 15 July 2021 and last updated on 6 September 2024, there are two developers competing for the Saare 7 area.
The CPTRA verifies the compliance of all submitted competing applications with the provisions of the Building Code and then refers them to the relevant state authorities for an opinion. After receiving feedback from state authorities, the CPTRA evaluates competing applications in accordance with the guidelines set forth in the law. An auction is held with applications that meet the requirements no later than 60 days after the results of the assessment of applications have been confirmed. The auction for Saare 7 area will presumably take place in June 2025.
The starting price of an auction for encumbering a public water body with a wind power plant is 15,000 euros per square kilometre. The size of the Saare 7 area is approximately 158.9 km² and the starting price for this area is €2,383,500. The winner of the auction is the participant who made the highest bid and paid that amount, and the proceedings for a superficies licence and environmental impact assessment will initiate no later than within 90 days from the announcement of the winner of the auction.
After the initiation of the proceedings, the applicant together with the expert group will prepare an environmental impact assessment programme, followed by the preparation of studies and an environmental impact assessment report. The licence proceedings end with the CPTRA’s decision on granting a superficies licence.
The CPTRA is responsible for processing applications for superficies licences and issuing building and operating permits for offshore wind farms. At present, the CPTRA has announced the winners of 5 auctions for the sea area and has initiated the superficies licence proceedings and environmental impact assessment for offshore wind farms 11 times, also one environmental impact assessment report has been approved. The CPTRA is committed to ensuring that offshore wind farms are built in an environmentally friendly manner and in compliance with all construction regulations.
