The Consumer Protection and Technical Regulatory Authority publishes a notice on the application for a superficies licence submitted the first regarding which there are no grounds for refusing to initiate superficies licence proceedings. All interested parties can submit a competing application to the Consumer Protection and Technical Regulatory Authority to participate in the auction for the same area within 60 days. Submitted applications must be drawn up in accordance with section 1133 and subsection 1139 (2) of the Building Code.

2025

The Consumer Protection and Technical Regulatory Authority (CPTRA) announces the intention to initiate a superficies licence proceeding on the basis of subsection 3 of § 219 of the Water Act and § 251 of An Act to Implement the Building Code and the Planning Act regarding Sunly Wind OÜ (company registration number 14937897) superficies licence application for establishing an offshore wind farm in the Saare 7 area. The application was submitted on 15.07.2021 and amended on 02.09.2024.

The offshore wind farm is planned to be built west of Saaremaa, in an area suitable for the development of wind energy set by the Estonian maritime spatial plan. According to the application, up to 46 wind turbines, a substation and submarine cables are planned to be erected on the site. The total height of the wind turbines from the sea level will be up to 165 meters, with a rotor diameter of up to 264 meters. The capacity of each wind turbine is up to 15 MW, the total capacity of the offshore wind farm is 552 MW.  The maximum area to be encumbered by the offshore wind farm is approximately 158.9 km2. The applied-for duration of the superficies licence is 50 years. The final installed capacity, parameters of the structures and exact location of the facilities depends on the results of the environmental impact assessment and technical analyses. 

Within 60 days following the notice, all interested parties can submit a competing application to the CPTRA to participate in an auction for the same area. All submitted applications must be drawn up in accordance with § 1133 and subsection 2 of § 1139 of the Building Code and the deadline is 18.03.2025 at 23.59.

2024

The Consumer Protection and Technical Regulatory Authority (CPTRA) announces the intention to initiate a superficies licence proceeding on the basis of subsection 1 of section 1136 of the Building Code regarding CI Estonia Wind GmbH & Co. KG (located in Hamburg Germany, registration number HRA 131122) superficies licence application (submitted on April 22, 2024) for establishing an offshore wind farm in the Saare 1 area. 

The offshore wind farm and possible hydrogen plant is planned to be built approximately 60 km west of Saaremaa in an innovation area suitable for the development of wind energy set by the Estonian maritime spatial plan. According to the application, up to 50 wind turbines, one substation, cables and if possilble up to three hydrogen production platforms (maximum output per platform is 400 MW) are planned to be erected on the site. The maximum height of a wind turbine is 350 m above the average sea level, the maximum diameter of a rootor is 320 m. Due to the changing water depths of the innovation area (water is deeper in the western and more shallow in the eastern parts of the area), a combination of monopile foundations, jacket foundations and floating foundations is likely to be applied. The maximum output per turbine is up to 30 MW and the maximum potential output of the plant is up to 1000 MW. The maximum area to be encumbered by the offshore wind farm is approximately 88 km². The applied-for duration of the superfieces licence is 50 years. The final installed output, parameters of the structures and exact location of the facilities depends on the results of the environmental impact assessment and technical analyses.

The offshore wind farm is planned to be built in the Baltic Sea, in an area suitable for the development of wind energy set by the Estonian maritime spatial plan, located west of island Saaremaa. According to the application, up to 107 wind turbines and 3 offshore substations are planned to be erected on the site. The power rating of a single turbine is as high as 25 MW, the maximum potential capacity of the plant is 1700 MW. The maximum height of the planned structures is 400 m above the sea level. The maximum area to be encumbered by the offshore wind farm is approximately 163.78 km², of which 13.87 km2 is intended as a buffer area.

The final installed capacity, parameters of the structures and exact location of the facilities depends on the results of the environmental impact assessment and technical analyses. The applied-for duration of the superficies licence is 50 years.

The first application were submitted in 19.05.2020.

The offshore wind farm is planned to be built approximately 33 km west of Saaremaa, in an area suitable for the development of wind energy set by the Estonian maritime spatial plan. 

According to the application, up to 10 wind turbines are planned to be erected on the site. The maximum height of the planned structures is 165 m above the sea level and the depth will remian within 30-36 m. The power rating of a single turbine is as high as 15 MW, the maximum potential capacity of the plant is 149 MW. The maximum area to be encumbered by the offshore wind farm is approximately 20 km².

In addition, a substation is planned to be built, which will collect the electricity produced by the offshore wind farm and transmit it to the onshore substation via an AC or DC cable. To connect the turbines and offshore substations, an underwater cable system will also be established. The final amount and routing of sea and land cables depends on the number of windfarms and the criteria for supply security. The applied-for duration of the superficies licence is 50 years.

The Consumer Protection and Technical Regulatory Authority announces the intention to initiate a superfieces licence proceeding on the basis of section § 219 (3) of the Water Act (redaction of 07.04.2022) regarding Aker Offshore Wind Europe GmbH (Hohe Bleichen 22, 20354 Hamburg, Germany, company registration number HRB 172077) superfieces licence application (submitted on April 7, 2022) for establishing an offshore wind farm in the Saare 1 area.

The offshore wind farm is planned to be built approximately 60 km west of Saaremaa in an innovation area suitable for the development of wind energy set by the Estonian maritime spatial plan. According to the application, up to 50 wind turbines are planned to be erected on the site. The maximum height of the planned structures is 350 m above the sea level, the maximum diameter of the rotors will remain under 320 m. Due to the changing water depths of the innovation area, a combination of monopile foundations, jacket foundations and floating foundations is likely to be applied. The power rating of a single turbine is as high as 30 MW, the maximum potential capacity of the plant is 1000 MW. The maximum area to be encumbered by the offshore wind farm is approximately 87.9 km².

In addition to the wind turbines, a substation, water cable lines and hydrogen production platforms are planned to be built in the offshore wind farm. The latter are relevant in the scenario where the electricity produced by turbines is going to be respectively used for offshore hydrogen production. According to the superfieces licence application, 3 hydrogen production platforms with unit capacity of 400 MW, are planned to be built in the encumbred water body. 

Both technological and environmental innovations are envisaged for the area. The main potential routes for development are the use of floating foundations, production of hydrogen for the export of molecules and the construction of underwater substations. The final installed capacity, parameters of the structures and exact location of the facilities depends on the results of the environmental impact assessment and technical analyses. The applied-for duration of the superfieces licence is 50 years.

According to the application, up to 86 wind turbines are planned to be erected on the site. The maximum height of the planned structures is 400 m above the sea level and the depth will remian within 25-40 m. The power rating of a single turbine is as high as 25 MW, the maximum potential capacity of the plant is 2150 MW. The maximum area to be encumbered by the offshore wind farm is approximately 114.50 km².

In addition, several substations are planned to be built, which will collect the electricity produced by the offshore wind farm and transmit it to the onshore substation via an AC or DC cable. To connect the turbines and offshore substations, an underwater cable system will also be established.
