Number portability

Number portability is the customer's right to keep the telephone or mobile phone number allocated to them under the subscription contract when changing the communication service provider.

There are two options:

1. Make a request to the new provider (the receiving operator).

Based on the customer's authorization, the receiving operator can terminate the existing valid contract with the former communication service provider (donor operator). The receiving operator registers the customer's request and enters the Numbering Location (NL) module of the Number Reservation Database (NBA), which forwards the request to the former provider. After forwarding the corresponding appeal to the donor operator, the donor operator shall initiate the number portability verification and reply to the receiving operator.

Based on an agreement between the operators, a conditional connection contract will be concluded immediately based on the customer's request, and a new SIM card will be issued. Provided that number portability takes effect, the conditional contract becomes a standard subscription contract.

2. Contact the former provider to terminate the contract.

After the request has been made, the customer will sign a conditional termination agreement for the existing connection contract for 30 days. During that time, they will have to contact a new communications service provider. Suppose the customer does not start the number portability process with the receiving operator within 30 days. In that case, the old subscription contract conditions will be reinstated, and the customer will continue to be a customer of the former telecoms provider. The rest of the process will continue in the same way as if the customer had contacted the receiving operator.

The customer may cancel the number porting request until the former communications service provider has confirmed the porting. In the case of mobile telephone number porting, the former communications service provider must confirm the request within one hour of receiving it, and in the case of a fixed telephone number, within one working day.

Number porting is free of charge for the customer. The porting time depends on the type of number:

  • Mobile telephone number porting is generally carried out on the working day following the confirmation by the former communications service provider, provided that the customer has received the new SIM card. A later porting date may also be agreed with the customer. Mobile number porting always takes place at 03:00 a.m.
  • Fixed telephone number porting is generally carried out within 2–3 working days, unless a later date has been agreed with the customer.

Number portability statistics

The number of ported numbers reflects the transfer of real landline and mobile phone numbers from one telecommunications company to another. The number of ported numbers has no direct connection with the total number of customers joining or leaving a telecommunications company, as one customer can have several numbers but only one subscription contract. Number portability statistics also do not reflect changes in the total number of telecommunications company customers resulting from the use of calling cards or the conclusion of new subscription contracts and the termination of old ones.
